An increasingly large part of the opium is processed into morphine base and heroin in drug labs in Afghanistan. Despite establishing an international group of chemical controls to limit the availability of acetic anhydride, it enters the country, perhaps through its Central Asian neighbors, who do not want to participate. Aanti-drug law, adopted in December 2005 requires Afghanistan to the registers and administrative rules for the pursuit of storage, the development and possession of acetic anhydride. A recent proposal from the European Senlis Council hopes to resolve the problems caused by huge quantity of opium produced illegally in Afghanistan, most of which are converted and smuggling of heroin sold in Europe and the USA.
